Letter grade cutoffs out of 15
The fastest way to grade a stack of 15 question tests is to know the lines. On the 10 point scale an A takes 14 right (1 miss at most), a B 12, a C 11 and a D 9. The 7 point scale is stricter: an A needs 14, a B 13, a C 12 and a pass 11.
With pluses and minuses each step is about three percentage points, narrower than one question here (6.67 points), so A-, B+, C+, C- and D+ cannot happen with whole scores on a 15 question test; half points add A- and C-, and B+, C+ and D+ still cannot happen. A full A (93% or more) takes 14 right, so 1 miss at most.

What each question is worth out of 15
Each question is worth 100 / 15 = 6.67 percentage points, and a half point 3.33, so every miss costs 6.67 points off a perfect score. That is why 1 miss still leaves an A and 7 misses drop you to an F.
The 10 point and 7 point scales disagree on 4 scores out of 15: 9 (D or F), 10 (D or F), 11 (C or D) and 12 (B or C). If your school uses the 7 point scale, read the third letter column.
Rounding matters on 2 scores: 10/15 is 66.67%, which rounds to 67%; 13/15 is 86.67%, which rounds to 87%. Read from the exact percent (the rule here) the letter stays lower; a gradebook that rounds to a whole percent first moves it up a step. Your syllabus says which rule applies.
Passing on the 10 point scale starts at 60%, which is 9 right; on the 7 point scale it is 70%, 11 right. Whether a D passes the whole class is a separate rule, covered in the passing grade guide.
How to grade a 15 question test
Divide the number right by 15 and multiply by 100: 12 / 15 x 100 = 80%. Then read the letter off your school's scale. The lookup at the top does both, for right or wrong answers, and the chart lists every score, so a teacher can grade a whole class from one sheet.

Questions and answers
How many can you miss on a 15 question test and still get an A?
1 question on the 10 point scale: 14 out of 15 is 93.33%, the lowest A. A full A with pluses and minuses (93% or more) takes 14 right, so 1 wrong at most, and the 7 point scale draws the same 93% line.
What is a passing score out of 15?
9 right, 60%, where passing starts at 60% (a D on the 10 point scale), so up to 6 wrong. Where passing starts at 70%, as on the 7 point scale, you need 11 right, 73.33%.
How much is each question worth on a 15 question test?
6.67 percentage points, because 100 / 15 = 6.67. One wrong is 93.33%, two wrong 86.67% and three wrong 80%. A half point is worth 3.33 points.
How many questions can you miss and get a B out of 15?
Up to 3 on the 10 point scale, where 12 out of 15 (80%) is the lowest B and 14 is already an A. With pluses and minuses 12 right is a B-, and on the 7 point scale a B starts at 13 right.
